APNA’s August–September 2026 Field Dispatch | Strengthening Community Outreach and Access to Workers’ Welfare

The past two months at APNA have been focused on strengthening our approach, connecting with communities and helping workers access essential welfare services. From internal discussions on our plans for the year ahead to labour card camps across Ranchi and Jagannathpur. August and September brought opportunities to reflect on our work and put them into action.

August: Reflecting, Reframing and Planning Ahead

The first week of August began with a meeting of APNA’s general members. The meeting provided an opportunity to share updates on the organisation’s ongoing activities, review progress, and discuss the plan of action for the remainder of the year.

A key part of the discussion centred on reframing our strategies and identifying more productive ways to reach communities. These conversations helped bring the team’s focus back to a central question: how can we make our work more accessible, relevant and responsive to the needs of the people we work with?

During the month, APNA participated in Dhwani Foundation's fundraising event from 10th to 12th August, continuing its engagement with initiatives that support community-focused work.

September: Taking Workers’ Welfare to the Community

September saw APNA intensify its efforts to help workers apply for labour cards and access information about workers’ welfare schemes. Through camps in Jagannathpur and different parts of Ranchi, the team worked to make the application process more accessible and bring essential services closer to workers.

2 September: Labour Card Camp in Jagannathpur

The month’s field activities included a labour card camp in Jagannathpur on 2nd September. During the camp, applications for 20 labour cards were submitted, helping workers take a step towards accessing the benefits and social security provisions associated with labour registration.

8–14 September: Labour Card Camps in Lowadih

APNA organised three labour card camps at the club building in Lower Kocha, Lowadih (Ward 12), Ranchi, on 8, 9 and 14 September.

Across these three days, the team processed 116 labour card applications online.

  • 8 September: 50 labour cards processed online.
  • 9 September: 49 labour cards processed online.
  • 14 September: 17 labour cards processed online.

These camps provided workers with assistance in completing the online application process, helping reduce some of the practical barriers associated with accessing welfare services.

29 September: Labour Card Distribution and Awareness in Kokar

On 29 September, APNA organised a Labour Card Distribution and Workers’ Welfare Awareness Programme in Ward 8, Kokar, Ranchi. The programme took place at the office-cum-residence of ward councillor Kiran Khalkho.

The camp combined card distribution with support for new applicants. Thirty workers received their labour cards, while applications for another 10 workers were processed online. Alongside these activities, the programme focused on raising awareness about workers’ welfare, reinforcing the importance of ensuring that workers not only register but also understand the support and benefits available to them.

30 September: Extending Outreach to Mausibari and Lanka Colony

On 30 September, APNA continued its labour card distribution and awareness activities in Jagannathpur, covering Mausibari (Ward 37) and Lanka Colony (Ward 42). At Mausibari, 22 workers received their labour cards, and applications for another 14 workers were processed online. The programme was attended by Parameshwar Singh, ward councillor for Ward 37. At Lanka Colony, 32 workers received their labour cards.

Together, the two camps helped workers obtain their registration documents while creating opportunities to share information about workers’ welfare schemes and related support.

Moving Forward

August and September reflected two important aspects of APNA’s work, strengthening the organisation’s approach internally and taking practical steps to improve access to welfare services on the ground. The discussions held during the first week of August helped shape the organisation’s priorities, while September’s camps translated community outreach into tangible outcomes through online applications and labour card distribution.

However, the work does not end with registration. Ensuring that workers understand their entitlements, can navigate the systems meant to support them and are able to access the benefits available to them remains an important part of the journey. As APNA continues its work across communities, the focus remains on making information more accessible, strengthening local engagement, and helping people move closer to the rights and welfare provisions they are entitled to.
